1. To carry out the general and specific policies on national economic operation worked out by the State and Guangdong Provincial authorities; to draw out the economic policies and regulations on Zhuhai's industry, commerce and trade and supervise the enforcement of the policies and regulations. 2. To draw out and implement the local industrial policies and supervise the implementation; to supervise the industrial restructuring; and to instruct the industrial and commercial associations to undertake reforms and restructuring. 3. To monitor and analyze the economic situation of Zhuhai and regulate the usual economic operation; to work out the short-term economic goal; to coordinate and put forward proposals on major economic issues; and to release information on economic development. 4. To conduct administration on electric power, electronics, textile, computer software, petrochemical, metallurgy, nonferrous metals, machinery and commodity circulation (including food and beverage service, special goods, auction and pawnbroking); to draw out local laws, regulations and economic and technological policies and put them into effect; to work out the overall plan for electric power distribution and generation and instruct the enterprises to make comprehensive use so as to save energy; and to examine the qualification and undertake the administration of contracted companies that are to construct and fix electric power facilities. 5. To draw up the plan for circulation system and supervise the implementation; to cultivate and improve the market mechanism, to supervise the market development, monitor the market operation as well as the supply-demand situation of major commodities, to control the situation; and to be in charge of the export and import of vital industrial products and raw materials. 6. To macro control the economic activities of the various-kind-of -economic-component enterprises; to regulate the conduct of the enterprises; to draw out the general and specific policies for state-owned enterprises' (SOE) reforms and development; to push forward the establishment of modern enterprise system; to instruct the SOEs to enforce strategic restructuring; to draft the policies and measures on administration of large-scale enterprises and company groups; to help supervise the legal advisors in the enterprises; and to guide the training of managers. 7. To direct the enterprises on technological reforms, progress, innovation and introduction; to draw out the plans for major technological innovation and trial production projects; to guide the efficient use of resources; to assist and promote the industrial environment protection and environmental protection industry; and to supervise the industrial and commercial enterprises on quality management. 8. To supervise and coordinate the economic and technological cooperation; to work out the program and measures on lateral economic ties with other relevant departments; to take care of the representative offices of various organizations and enterprises; and to carry out entrusted management of the domestic enterprises. 9. To draw out the plan for township enterprises development and supervise the product and industry structure readjustment; to further the township enterprises reforms and assist them in improving management level and enhancing technological advancement. 10. To carry out the policies, laws and regulations on work safety that are stipulated by the State and Guangdong Province authorities; to draw out local laws and regulations on work safety and put them into practice; to supervise and administer work safety and monitor in a comprehensive way, and to coordinate the resolution to significant and extra-significant accidents. 11. To undertake other assignments from Zhuhai Municipal People's Government and higher authorities.
